The author of the quote, William Butler Yeats, was a famous Irish poet and playwright. His poem The Second Coming describes the world after the second coming of Christ and his second coming to earth. He uses the word “dream” several times in this poem, so it's likely that he was talking about writing dreams in this quote. However, he wasn't talking about dreams in the sense that we usually think of them today.

He doesn't mean that we can write our own dream and then go to sleep and wake up in one that we created.
